License to sell items for fund-raising / violated the law?

Hey guys, some of you may have thought that it is illegal to solicit sales or to ask for fund-raising for welfare purposes without a license.
However,
"Q8: Do we need to apply for a license if we're selling items for fund-raising? There will be a blanket fund-raising license for all community projects under the YFC programme during the execution period from 1 June to 21 Sept 2008. However, please note that this will only cover fund-raising."

"Under the House to House And Street Collections Act (website address at http://statutes.agc.gov.sg ), a HHSC licence is required if one promotes a collection by way of appealing to the public, made by means of visits from house to house or of soliciting in streets or other places or by both such means, for money or other property.
The following types of collections do not require a licence:
(a) a private collection that is confined to friends or relatives; or making an appeal through the telephone or the media such as the internet and newspapers; or sending out appeal letters by post. (b) a collection that is carried out by a full or associate member of the National Council of Social Service (NCSS) or the Community Chest. However, a written approval from the Chief Executive Officer of the NCSS has to be obtained before the collection (website address at http://ncss.org.sg). *Please note that right now for these last 4 days (26 May - 31 May) we do not have the license to solicit sales yet, therefore we are only limiting it to those friends and families and friends of friends who we know.
However, we will start our official advertising on the 1st of May, where we will automatically get our blanket license for selfless shoe to sell it. Of course, we are not violating the law by doing public soliciting. We are only promoting the cause online, and thru our friends. ;)
